Repairing a roof costs less on the day, but replacing it is often the cheaper path per year of use once the layers under the covering have worn. The test below asks what each layer has left, and a replacement is the answer when most of them have little.
Ask what each layer has left
A roof is four layers, and a repair addresses only the one that failed. The covering may be sound while the underlayment beneath it has dried and cracked. The flashing may have lifted at a wall while the deck is perfectly good. The deck may be stained from a leak that a repair stopped but did not undo.
List the layers and mark the ones with life left. If the failed layer stands alone, a repair can hold. If several are tired, each repair buys a short extension and the next failure is already waiting.
How far the damage has spread
Count the spots. One leak at one flashing is a repair. Several leaks in different places usually mean the underlayment has aged across the whole slope, and a repair at each is a series of small bills.
Whole-section work raises another problem. A new section beside old roofing seldom matches in color, and an old tile profile may no longer be made, so a match needs salvage or a full reroof. Partial work also runs into code thresholds.
The 50 percent lines in Los Angeles rules
Line one is the state's. Cool roof requirements apply when replacement passes 50 percent of a single-family roof, overlays included, while work at 50 percent or under stays outside (California Energy Commission, 2022 Standards).
Line two belongs to the City of Los Angeles alone. In the City of Los Angeles, re-roofing over half of the roof inside a year puts the entire roof under current code, and re-roofing half or less binds only the new part (LADBS, 2026). Those are the two thresholds in the sources cited here.
Insurance and roof age
Roof age counts with insurers. Insurance Business America (26 May 2026) reported that some carriers turn away homes whose roofs are past 25 years old.
United Policyholders (3 May 2025) described insurer letters that ask owners to install a new roof. A patch leaves the roof's age where it was, so age belongs in the decision.
Repair or replace, answered
Is it cheaper to repair or replace a roof?
A repair is cheaper on the day. A replacement is cheaper per year of use when several layers are tired. Which side your roof falls on depends on the layers, and an assessment lists them.
What is the 25% rule in roofing?
It is a rule of thumb that circulates in roofing talk. The thresholds written into the Los Angeles rules cited here are at 50 percent, not 25.
Which 50% thresholds does LA code actually use?
Two. The state's cool roof rules start past 50 percent of a single-family roof. Separately, LADBS in the City of Los Angeles applies current code to an entire roof once over half of it is redone within twelve months (LADBS, 2026).
