Tile roof replacement in Pasadena

Tile is the one covering that can outlast what lies under it. The plan therefore starts below the tile.

Tile roof replacement is mostly a question about what lies under the tile. Clay and concrete tile can stay sound long after the underlayment beneath them has dried out and the flashing has loosened. The right job depends on which layer has reached its limit.

The tile is rarely the part that fails

Tile is hard, heavy and slow to wear. It sheds the water, but the underlayment beneath it is the barrier doing the real waterproofing, and it sits in the heat under the tile for years. When it fails, tile above it can still look sound.

So the first question on a tile roof is the condition of the underlayment and the flashing, not the tile.

Lift and relay, or full reroof

Lift and relay means the tile is stacked aside, fresh underlayment is laid, and the same tile goes back up. Inside the City of Los Angeles the LADBS bulletin (effective 1 Jan 2026) lists that sequence as an express permit and says cool roof compliance is not required for it.

The approach makes sense only when the tile is sound and the deck is good. Broken tile, or tile that cannot be lifted without breaking, points to a full reroof with new tile.

What a tile replacement includes

  • A condition check of the tile, underlayment, flashing and deck
  • Careful removal and sorting of tile that can be reused
  • New underlayment across the whole roof
  • New flashing at walls, chimneys, valleys and vents
  • Tile set back or replaced, with the fastening method stated
  • The permit and inspection for the address

Signs the layer under the tile has worn

  • Ceiling stains after a rain, with no broken tile above
  • Underlayment visible and brittle at the eaves or under a lifted tile
  • Slipped or cracked tile along the same line
  • Flashing at the chimney or wall that has pulled loose

Cool roof values and County tile removal

County rules require concrete and clay tile to be taken off completely before any other material goes on (LA County Public Works, BCM 1512, 1 Apr 2025).

The state energy code adds its own test for steep-slope reroofs in zone 4 and zones 8 through 15, once work passes 50 percent of the roof. Passing means an SRI of 16, or 0.20 aged reflectance together with 0.75 thermal emittance (California Energy Commission, 2022 Standards). A roof weighing 25 pounds per square foot or more is exempt. None of the exceptions names tile profile or raised battens.

Weight, fasteners and the deck

Tile puts a steady load on the framing and the deck. The scope should say how the tile is staged on the roof, how it is fastened, and what is done where the deck needs work.

Flashing around chimneys, walls and valleys is replaced with the underlayment, because it is cheaper to open those joints once than twice.

Questions about tile roofs

Can a tile roof last 50 years?

The tile itself can, since clay and concrete are slow to wear. The roof as a whole depends on the underlayment and flashing beneath, which age faster. Plan for those layers to be renewed while the tile is lifted.

When is a lift and relay enough for a tile roof?

When the tile and deck are sound and only the underlayment has failed. The tile is removed, new underlayment goes down and the tile is reset. The LADBS bulletin (2026) lists it as an express permit and exempts it from cool roof compliance inside the City of Los Angeles.

Must a full tile reroof use a cool-rated tile?

Past 50 percent of the roof, a steep-slope reroof in the listed zones must meet the state cool roof values unless an exception applies (California Energy Commission, 2022 Standards). Roofs of 25 pounds per square foot or more are exempt. The City of Los Angeles keeps a residential rule of its own.

How much does it cost to put tiles on a roof?

Angi's 2026 page on tile roofs in Los Angeles gives an average of $27,102. Angi's 2026 replacement page puts tile at about $12 per square foot. Both are third-party figures; the roof's size, slope and deck work move the total.

Why do tile roofs usually fail underneath the tile?

Because the tile takes the weather and the underlayment takes the heat trapped beneath it. The underlayment is the waterproofing layer, and it is hidden. When it dries out, water gets through while the tile above still looks fine.
